Frank has 30 years of expertise, P3 creation, strategic direction & executive management experience. His blend of vision, empowerment & fiscal management produced one of the most innovative cities in the world while also becoming completely-debt free with one of the lowest tax rates in the state. He collaborated with businesses & educators to create a STEM education program for Seminole County students called the Altamonte Springs Science Incubator promoting career-readiness in high-demand fields of science, technology, engineering, & math. He has overseen the planning, engineering, financing and/or development of nearly $2.7 billion of public & private projects. He led the development of an innovative alternative water project called A-FIRST that captures & treats stormwater from Interstate 4, creating a billion gallons of AWS every year. In 2016, Frank led the formation of the 1st community-wide connectivity pilot in the world with Uber. In 2017, the City created pureALTA, a project that converts reclaimed water to drinking water without reverse osmosis and exceeds all drinking water standards. pureALTA became the first project from Florida to win the national water reuse award. In September 2018, pureALTA won an international innovation award in Tokyo, Japan, besting projects from 45 other countries. He led the formation of the Altamonte Electric Utility to develop sustainable energy solutions for City operations. The City was named a “Utility of the Future Today” by the Water Environment Federation for transformational programming. WalletHub ranked the City as the 9th best city in the US for small business and one of only three cities in Florida to be ranked as one of the 50 Best Places to Live in the US by Money Magazine. He has served as a member or chair of numerous committees relating to land use, transportation & mobility, opioid addiction, and mental health. He participates on innovation committees across the world, including: Technology & Entrepreneurial Center at Harvard University; Cities Today Institute; the Urban Leadership Foundation; and was a Global Founding member of MasterCard City Possible Program,. Notably, Frank was named one of the Top 10 Public Sector Transportation Innovators in the US by the Eno Center for Transportation. In 2023, his team launched the state's first deployed autonomous vehicle and founded the Altamonte Global Innovation Lab to create & host the development of public and private sector mobility, environmental & technological solutions that can be scaled for other communities nationally & internationally.
